ISABELA CITY, Basilan — A coordinated entrapment and rescue operation has led to the arrest of a human trafficking suspect and the rescue of four minors in Barangay Sunrise, Isabela City on the evening of October 16, 2025.
The operation, spearheaded by the Women and Children Protection Center – Mindanao Field Unit (WCPC-MFU) in collaboration with the Philippine Coast Guard, the National Bureau of Investigation, and the Isabela City Police Station, marked a significant victory in the government’s ongoing campaign against human exploitation.
Authorities arrested the suspect identified only as “Jay-ar,” 45, a resident of Barangay Sunrise. He is facing charges for violating Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003), as amended by RA 10364 and RA 11862, which impose life imprisonment and fines of up to ₱5 million for offenders involved in trafficking minors.
Rescued from the operation were four minors—three girls and one boy— who were allegedly being exploited. They are now under the protective custody of the City Social Welfare and Development Office (CSWDO), where they will receive medical checkups, trauma-informed counseling, and reintegration assistance.
CSWDO emphasized that their focus is the children’s recovery and rehabilitation. “Our priority is ensuring these children recover physically and emotionally. We are working closely with their families and NGOs to provide long-term support,” a CSWDO representative stated.
The operation was led by PCPT Robert M. Sorilla of the WCPC-MFU under the overall supervision of PBGEN Maria Sheila T. Portento, Chief of Police of the Isabela City Police Station. Intelligence support was provided by PMaj. Kuhutan H. Imlani Jr. from the Philippine Coast Guard Intelligence Unit, alongside local law enforcement and social service agencies.
Following the operation, the suspect was brought to the Isabela City Police Station for documentation and filing of charges. Prosecutors are preparing a solid case anchored on digital evidence and victim testimonies to ensure conviction.
PBGEN Portento declared, “This arrest sends a clear message: Isabela City has zero tolerance for human trafficking. We will relentlessly pursue and prosecute all those who exploit our people.”
Authorities urge the public to remain vigilant and report any suspicious activities related to human trafficking, such as unexplained gatherings of minors or dubious job offers.
