Tupi, South Cotabato — August 7, 2025 — In a significant stride toward regional peace and security, the 38th Infantry (We Clear) Battalion of the Philippine Army presented five former rebels — three from the Communist Terrorist Group (CTG) and two from a Local Terrorist Group (LTG) — to Brigadier General Omar V. Orozco, Commander of the 1st Mechanized “Maaasahan” Brigade, Armor Division, in a formal ceremony held in Tupi, South Cotabato.

The surrenderers, who voluntarily turned themselves in, also handed over an assortment of high-powered firearms, including:

  • One (1) M1 Garand rifle
  • One (1) KG-9 submachine gun
  • One (1) M1 Carbine
  • Two (2) 7.62mm rifles

Their decision to surrender marks another milestone in the continuing success of the 38IB’s intensified campaign to end local armed conflict and promote sustainable peace in the region.

Lieutenant Colonel Erwin E. Felongco, Commanding Officer of the 38IB, led the presentation and reiterated the battalion’s unwavering commitment to support those who choose to abandon the armed struggle.

One of the former rebels, identified only by his alias “Bonbon,” expressed heartfelt gratitude to the military unit for its assistance in their return to civilian life.

“Salamat gid sa 38IB kay ginhatagan kami sang bulig para magbag-o kag makapalapit sa gobyerno. Kung wala ini nga battalion, basi hasta subong naga tago kami sa kahadlok,”
(“We are truly grateful to the 38IB for helping us start anew and reconnect with the government. If not for this battalion, we would still be living in fear and hiding.”)

In his message, BGEN Orozco assured the former rebels of the government’s full support through the Enhanced Comprehensive Local Integration Program (E-CLIP), a national initiative that provides assistance to those who lay down their arms and reintegrate into mainstream society.

“We will ensure that these former rebels are guided and supported throughout their reintegration journey. They deserve a second chance, and we are committed to helping them return to the folds of the law and live peaceful, productive lives,” he said.

The former rebels also received initial reintegration aid from the 38IB and the Local Government Unit of Polomolok, South Cotabato, as part of immediate support mechanisms.

As the 38IB continues its peace-building mission, it reiterated its call to the remaining members of armed groups to surrender and avail of government programs designed to uplift communities affected by conflict.

The Philippine Army emphasized that the path to genuine peace and development begins with dialogue, reconciliation, and the courage to choose a life free from violence.
