Butuan City — In a move to enhance public safety and deepen police-community engagement across the Caraga Region, the Police Regional Office 13 (PRO13) officially launched its Community Assistance, Safety, and Support Network (CASSN) on July 16, 2025, at Camp Col Rafael C. Rodriguez in Butuan City.
The initiative, spearheaded by PRO13 Regional Director Police Brigadier General Christopher N. Abrahano, is a community-based and inclusive program that aims to boost crime prevention, provide timely police assistance, and promote peace and public order. CASSN also seeks to foster strong collaboration between the police and multicultural communities, ensuring both Filipino and foreign residents feel secure and supported.
“This is part of our commitment to provide swift police assistance and ensure the safety and security of our Filipino and foreign communities,” PBGen Abrahano said during the event. “CASSN serves as a proactive platform to respond to your concerns, offer real-time support, and build lasting partnerships. Your safety and well-being are our top priorities.”
The launch was attended by key representatives from various sectors and organizations, including Engr. Dennis N. Yee of the Filipino-Chinese Chamber of Commerce, Agusan Inc.; Mr. Jaswinder Singh, President of Gurdwara Shri Guru Ram Das Ji Indian Sikh Temple; Engr. Laurence Chua Ting, CEO of LCTing Construction and Development Corporation, and COO Mr. Edmun Chua Ting; CPT Leonore Andrea C. Japitan of the 402nd Brigade; Atty. Jason C. Tan, CPA, Director of the SEC Butuan Extension Office; and Sultan Jamael C. Barra, MPA, Alien Control Officer/Supervisor of the Bureau of Immigration, Butuan District.
Also present were members of the PRO13 command group, regional and personal staff, as well as police commissioned and non-commissioned officers.
With CASSN now in place, PRO13 hopes to establish a stronger and more responsive partnership with the community, making public safety a shared responsibility and reinforcing the police force’s role as a dependable partner in peacekeeping and development.
