Bongao, Tawi-Tawi – The Ministry of Indigenous Peoples’ Affairs successfully conducted a public consultation on the formulation of the Implementing Rules and Regulations (IRR) for Bangsamoro Autonomy Act No. 64, also known as the Bangsamoro Indigenous Peoples Act (BIPA) of 2024. The event took place on February 22, 2025, at Bihing Tahik Resort in Bongao, Tawi-Tawi.

The consultation gathered Indigenous Peoples (IP) leaders from various tribes, including Sama Dilaut/Badjao, Jama Mapun, Sama Daleeyah, Sama Pangutaran, Sama Bangingi, and Yakan, representing different municipalities across Tawi-Tawi, Sulu, and Basilan. Civil society organizations (CSOs) and members of the academe also participated in the discussions.

The primary objective of the consultation was to collect valuable insights, suggestions, and recommendations from stakeholders, particularly IP leaders and community representatives. These contributions will be considered in the drafting of the IRR to ensure its alignment with the needs and aspirations of the Indigenous communities in the Bangsamoro region.

Minister Melanio U. Ulama underscored the significance of cooperation and active participation from Indigenous Peoples in shaping the IRR. He emphasized that the framework should provide clear guidelines on the implementation of the BIPA, ensuring consistent enforcement, minimizing ambiguities, and facilitating effective execution. He further stated that incorporating feedback from IP leaders would enhance the quality and effectiveness of the regulations, ultimately leading to better outcomes for Indigenous communities.

Member of the Parliament Eddie Alih also attended the event, where he shared key provisions of the BIPA and reiterated the importance of continuous assertion of Indigenous rights. While the law already recognizes and safeguards the rights of Indigenous Peoples in the Bangsamoro Autonomous Region, he stressed the need for continued efforts to fully implement its provisions.

The consultation marks a significant step toward the full realization of the Bangsamoro Indigenous Peoples Act, reinforcing the commitment of the regional government to protect and promote the rights of Indigenous communities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
