Basilan, Philippines – The Committee on Women, Youth, Children, and Persons with Disabilities (CWYCP) concluded its series of public hearings for the island provinces of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) today. The province of Basilan hosted the third and final hearing on BTA Bill No. 336, also known as the Bangsamoro Gender and Development (GAD) Code.
The hearing underscored the government’s commitment to addressing issues of gender equality, empowerment, and the prevention of gender-based violence. Once enacted, the GAD Code will provide a comprehensive framework for advancing gender-responsive programs and ensuring equal opportunities for all Bangsamoro residents.
CWYCP Chairperson Diamila Disimban-Ramos emphasized the significance of the GAD Code, stating, “This legislation is crucial for institutionalizing mechanisms that promote gender equality and protect the rights of every individual.”
Commissioner Faija Taalil of Bangsamoro Women Basilan praised the initiative, describing it as a “tangible step toward creating a society where everyone, regardless of gender, can meaningfully contribute to community development.” She also highlighted the importance of the legislation in bridging gaps and fostering inclusivity.
Local leaders and stakeholders discussed various aspects of the proposed GAD Code, including capacity-building initiatives. Vice Mayor Ahmadin Barahim of Ungkaya Pukan proposed the establishment of a robust monitoring system to ensure accountability and effective implementation of GAD-related programs.
Alignment with Islamic Principles
One of the central themes of the hearing was the alignment of the proposed code with Islamic principles. Aleem Bayam Marujin, Indigenous Peoples Mandatory Representative (IPMR) for Lamitan City, emphasized that Islam inherently recognizes women’s rights, including access to education, property ownership, and economic participation. He expressed his support for the bill, provided it adheres to Islamic teachings and remains guided by the Quran and Sunnah.
Perspectives from Women’s and Youth Groups
Representatives from women’s and youth organizations also shared their insights. Juhra Kiman, chairperson of Al Ihsaan, advocated for incorporating a gender perspective into disaster risk management policies, highlighting the unique challenges faced by women during disasters. Commissioner Hamdie Tanjil of Bangsamoro Youth Basilan expressed optimism about the GAD Code’s potential to empower women and youth, noting that it could pave the way for more inclusive development in the region.
Next Steps
The CWYCP will continue its public consultations in BARMM’s mainland provinces, including Maguindanao del Norte, Maguindanao del Sur, Marawi City, and the Special Geographic Area, as well as in Manila. These consultations aim to gather further input and ensure that the GAD Code reflects the diverse perspectives of the Bangsamoro community.
The hearings in Basilan mark a significant milestone in the region’s journey toward gender equality and inclusivity, with local leaders and stakeholders united in their call for the swift passage and effective implementation of the GAD Code.
