The Balay Pasilungan, also known as Balay Helunganan, continues to serve as a vital temporary shelter for Indigenous People (IP) students residing in remote areas of Barangay Datu Salumay, Marilog District. This facility, a beacon of hope for young learners, offers a safe and nurturing environment to help them pursue their education despite the challenges of distance and accessibility.
Faith Torres, the Overseer of the Balay Pasilungan, shared with the City Information Office the history and significance of the dormitory. The facility was initiated in 2009 by former Barangay Captain Marlyn Uayan, who saw the need to provide IP children with a supportive space for their educational journey. In 2019, the dormitory was turned over to the city government, which undertook further construction to expand its capacity. Since 2021, the City Social Welfare and Development Office (CSWDO) has managed the facility, ensuring it remains a cornerstone of support for the community.
Currently, the Balay Pasilungan houses 24 children—16 girls and 8 boys. These young learners, many of whom would otherwise walk for over an hour to reach school, find solace and stability within the facility. Equipped with a dedicated social worker, a direct service implementer, and three house parents, the dormitory provides not just shelter but also meals, school supplies, and emotional support.
Torres emphasized the importance of the dormitory in the children’s lives, stating, “That’s why dako ang atoang Balay Helunganan kay dako jud kaayo siya nga tabang para ani nga mga bata kay instead of every day mag-uli-uli sila gikan sa school diha na lang sila sa atoang center naga-stay (‘That’s why the Balay Helunganan is very beneficial to these children because they can stay in the center instead of going home from school’).”
During weekdays, the dormitory becomes a second home for the children, allowing them to focus on their studies without the strain of daily travel. On weekends, the children return to their families, maintaining their connection to their roots. Beyond basic necessities, the Balay Pasilungan also conducts capability-building activities aimed at equipping the students with essential life skills. These programs help enhance their adaptability and proficiency, preparing them for a brighter future.
The Balay Pasilungan’s enduring presence highlights the collaborative efforts of local leaders and government agencies in addressing the unique challenges faced by IP communities. As a testament to the power of community-driven initiatives, this facility continues to empower young learners, enabling them to pursue their dreams while preserving their cultural identity.
