The Ministry of the Interior and Local Government (MILG) Maguindanao Provincial Office reinforced its dedication to excellence in governance with a transformative three-day Strategic Performance Management System (SPMS) workshop. Held from December 16-18, 2024, at Microtel by Wyndham in General Santos City, the initiative was spearheaded by Provincial Director Engr. Amina T. Dalandag, with the support of Assistant Provincial Director Heria P. Dalantay.
The workshop aimed to strengthen the office’s performance and accountability, aligning with the vision of MILG Minister MP Atty. Sha Elijah B. Dumama-Alba. The Minister’s guidance provided the foundation for the event, emphasizing transformative governance as a cornerstone of the Ministry’s mission.
Setting the Stage for Excellence
In her opening message, APD Dalantay stressed the importance of calibrating Office Performance Commitment and Review (OPCR) ratings by refining success indicators for the Individual Performance Commitment and Review (IPCR). She also highlighted the critical need to link individual and team outputs to the Ministry’s Annual Operational Plans and Budget (AOPB).
Key to the discussions was MILG Ministry Order No. 176, s. 2024, which outlines SPMS’ provisions. The system’s objectives—evaluation, accountability, and rewards for exceptional performance—reflect the Ministry’s commitment to cultivating professionalism and a culture of excellence.
Interactive and Results-Oriented Activities
The workshop featured interactive sessions where personnel, including Municipal Local Government Operations Officers (MLGOOs), Local Government Operations Officers (LGOOs), and administrative staff, collaborated in five groups. Guided by the technical expertise of PD Dalandag and APD Dalantay, each group presented and refined their SPMS outputs.
Participants critiqued and streamlined their plans to align SPMS objectives with MILG’s TRANSFORM core values. These sessions ensured that the province’s strategies resonated with the broader vision of Bangsamoro region development while fostering a deeper understanding of responsibilities within the ministry.
Strengthening Unity and Commitment
Throughout the workshop, participants expressed gratitude for the initiative and lauded PD Dalandag’s steadfast mentorship. Her leadership was seen as pivotal in overcoming challenges and building a resilient workforce.

Another highlighted the workshop’s interactive format, emphasizing the practical solutions and camaraderie it fostered.

Jennifer D. Ampatuan, MLGOO and Planning Officer Designate, delivered a powerful closing message, emphasizing unity and shared responsibility. “When Maguindanao leads, others will follow,” she remarked, reflecting the province’s aspiration to set a benchmark for governance in the Bangsamoro region. Ampatuan’s remarks encapsulated the collective resolve to achieve excellence through teamwork and strategic planning.
