Malacañang, Manila – October 22, 2024
The Office of the President has issued Memorandum Circular No. 67, declaring the suspension of work in government offices and classes at all levels starting at 12:00 p.m. on October 31, 2024. This decision aims to give government employees and students ample time to observe the traditional All Saints’ Day (November 1) and All Souls’ Day (November 2) activities and to facilitate travel across different regions of the country.
Executive Secretary Lucas P. Bersamin signed the memorandum, emphasizing that while the suspension applies to government offices, agencies involved in the delivery of essential services—such as health care, disaster preparedness and response, and other vital services—will continue to operate. For private companies and offices, the suspension of work remains at the discretion of their respective management.
This annual observance is one of the most important traditions in the Philippines, where families gather to honor and remember their departed loved ones. Cemeteries across the country typically become a hive of activity during these days, as Filipinos clean and decorate graves, offer prayers, and hold reunions. For many, it is also an opportunity to reflect on the importance of family and spiritual connection.
The declaration highlights not only the cultural and religious significance of these holidays but also promotes domestic tourism as many people travel to their hometowns to celebrate. By suspending work and classes early, the government aims to ensure that the public can make necessary preparations for the celebrations, which are deeply rooted in Filipino tradition.
Malacañang encourages Filipinos to take advantage of the time to observe these sacred days responsibly and to ensure a safe and peaceful celebration. With many travelers expected on the roads and in transport hubs, the government also advises caution and cooperation with traffic and safety authorities.
This memorandum is effective immediately. The Philippine government’s move demonstrates its commitment to upholding cultural and religious practices while ensuring the smooth flow of public and private sector operations during the holiday period.
