Camp Quintin Merecido, Buhangin, Davao City — In a proactive move to strengthen security and maintain peace in the Davao Region, the Police Regional Office (PRO) 11, under the leadership of Regional Director PBGEN Victor Leon Z. Rosete, conducted a five-day internal security operation dubbed OPLAN INVICTUS from March 30 to April 4, 2025.



The operation, which unfolded in selected areas of Davao Oriental, mobilized personnel from various units, including the 1103rd Regional Mobile Force Battalion 11 (RMFB11), the 1st and 2nd Davao Oriental Provincial Mobile Force Companies (DOPMFC), the 1st Davao de Oro Mobile Force Company (DCMFC), and the 13th and 15th Special Action Companies of the 1st Special Action Battalion (1SAB).
OPLAN INVICTUS was designed to conduct defensive security actions and implement countermeasures aimed at thwarting potential recruitment drives by Communist Terrorist Groups (CTGs). The operation also sought to prevent ambushes or abductions targeting PNP personnel and to deter infiltration attempts from insurgents originating in neighboring regions.
Despite Davao Region’s status as insurgency-free, PRO 11 emphasized the importance of continued vigilance in light of emerging threats from CTG elements. “This is a preventive step to ensure that the peace we’ve achieved is not compromised,” said PBGEN Rosete.
The operation also supports the directive of Philippine National Police Chief, PGEN Rommel Francisco D. Marbil, who advocates for a peace-centric approach focused on consolidating gains in security, preventing the return of armed conflict, and maintaining law and order in communities.
Aligned with Executive Order No. 70, which institutionalizes the Whole-of-Nation Approach to achieve sustainable peace, OPLAN INVICTUS is a local implementation of the national agenda. It reinforces the goals of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and seeks to protect geographically isolated and disadvantaged areas (GIDAs) from potential threats.
PBGEN Rosete assured the public of PRO 11’s unwavering commitment to preserving the peace. “We remain steadfast in our duty to safeguard every community in the region. Through proactive and preventive security operations, supported by the trust and cooperation of the public, we can continue to ensure that Davao Region remains peaceful, safe, and insurgency-free,” he said.
The successful completion of OPLAN INVICTUS highlights the readiness of PRO 11 to respond to evolving security challenges while fostering community cooperation to sustain the gains of peace and development across the region.
