ZAMBOANGA CITY — Mayor John Dalipe, through his Executive Assistants William Mariga (EAV) and Engr. Al Urao (EAII), welcomed representatives from the Department of Human Settlements and Urban Development–Homeowners Association and Community Development Bureau (DHSUD–HOACDB) to City Hall on Thursday, April 3, in a courtesy visit ahead of the regional rollout of the 2024 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9904.
The DHSUD team, led by HOACDB Director IV Atty. Ma. Lorina Rigor, is in the city to spearhead the dissemination of the updated IRR of RA 9904, also known as the Magna Carta for Homeowners and Homeowners Associations (HOAs). The law provides a comprehensive framework to enhance HOA governance, protect the rights of homeowners, and establish clear processes for elections, meetings, terms of office, and quorum requirements.
The formal rollout of the 2024 IRR was held Friday, April 4, at the Grand Astoria Hotel along Mayor Jaldon Street. The event gathered representatives from various homeowners associations across the Zamboanga Peninsula, government agencies, and stakeholders in the housing sector.
Atty. Rigor served as the main resource speaker during the event, presenting the salient features of the revised IRR. She underscored the significance of the updated guidelines in addressing common issues faced by HOAs and reaffirmed DHSUD’s commitment to empowering local communities through capacity building and policy support.
Representing Mayor Dalipe, Executive Assistant on Housing Engr. Al Urao expressed the city government’s strong support for the initiative, stating that effective HOA governance is vital in building resilient and organized communities.
Also present at the rollout were DHSUD-9 OIC-Regional Director Roland Eta, representatives from the Human Settlements Adjudication Commission–RAB 9, Housing and Land Management Division, and other national and local government agencies. Their collaborative efforts were instrumental in the successful conduct of the activity.
The rollout in Zamboanga City is part of DHSUD-HOACDB’s nationwide initiative to raise awareness and ensure the smooth implementation of the updated IRR of RA 9904, benefiting homeowners associations and the communities they serve.
