DAPITAN CITY, Zamboanga del Norte — A male suspect was arrested and suspected illicit cigarettes valued at ₱2,014,480 were confiscated during a buy-bust operation conducted by the Criminal Investigation and Detection Group (CIDG) in Barangay San Vicente, Dapitan City, on the night of October 4, 2026.

The operation was carried out at approximately 10:01 p.m. by the CIDG Zamboanga del Norte Provincial Field Unit, in coordination with the Regional Intelligence Unit 9, Regional Mobile Force Battalion, and territorial police personnel.

According to the CIDG report, the operation resulted in the arrest of the male suspect and the confiscation of eight master cases and 326 reams of suspected illicit cigarettes.

The seized tobacco products had an estimated value of ₱2.014 million, making the operation one of the five cigarette-smuggling enforcement actions reported by the CIDG across the Davao Region and Zamboanga Peninsula at the beginning of October.

Buy-bust operation leads to arrest

Authorities conducted the operation in Barangay San Vicente as part of efforts to target the illegal trade and distribution of tobacco products.

The CIDG identified the enforcement activity as a buy-bust operation, a police tactic used to gather evidence and apprehend suspected offenders during an alleged illegal transaction.

The available report did not disclose the identity of the arrested suspect, the specific circumstances of the transaction, or whether investigators had identified other individuals allegedly connected to the cigarettes.

It also did not specify the brands of the seized cigarettes, their country of origin, or whether they lacked tax stamps, importation documents, or other required markings.

The products were described as suspected illicit cigarettes, and their precise legal status would depend on the evidence gathered and the results of the investigation.

No details were provided on whether the suspect had been formally charged, the specific offenses under consideration, or the status of any court proceedings.

Part of a wider campaign against cigarette smuggling

The Dapitan operation formed part of the CIDG’s intensified campaign against the smuggling and unlawful distribution of tobacco products, which the agency has linked to tax evasion, commercial fraud, and agricultural economic sabotage.

In five operations conducted at the beginning of October, CIDG units in Davao Oriental, Davao del Sur, Zamboanga City, and Dapitan City confiscated suspected illegal cigarettes with a combined estimated value of ₱117,373,015.37.

The largest seizure occurred in an underground storage facility in Zamboanga City, where authorities confiscated undocumented cigarettes worth an estimated ₱112.68 million.

The Dapitan operation, meanwhile, demonstrated the campaign’s focus not only on large storage facilities but also on alleged transactions that may form part of the distribution of illicit tobacco products.

Authorities have stressed the importance of tracing illegal cigarettes throughout the supply chain, including suspected entry points, storage locations, transport networks, and retail distribution.

CIDG warns against illegal tobacco trading

CIDG Director PMGEN Robert AA Morico II was briefed on the operations, while the agency commended the personnel and regional units involved in the enforcement campaign.

The CIDG reiterated that the illegal tobacco trade extends beyond the issue of unpaid taxes, citing its potential impact on government revenue, legitimate commercial activity, and the broader economy.

The agency also warned merchants, distributors, and logistics operators that those who violate applicable laws may face enforcement action and legal consequences.

For the Dapitan case, further information from investigators or prosecutors would be needed to establish the specific alleged violations, determine whether other people were involved, and clarify the legal status of the confiscated cigarettes.

The arrest and seizure represent an enforcement action, but the allegations against the suspect remain subject to the investigation and applicable legal proceedings.
