KORONADAL CITY, South Cotabato — Sixteen personnel, including the manager of Family Life Care International Insurance Services, were arrested by the National Bureau of Investigation–Central Mindanao Regional Office (NBI-CEMRO) during an operation at the company’s office along the National Highway in Barangay Morales, Koronadal City, on Tuesday afternoon, August 18, 2026.

The operation stemmed from complaints filed by six individuals who prompted the NBI to investigate the company’s alleged insurance-related operations.

According to NBI-CEMRO Investigation Agent III Vernon Joel Firmalino, the investigation found that Family Life Care International was allegedly operating without the necessary authority or license to provide insurance services to the public.

The NBI reportedly secured a certification from the Insurance Commission of the Philippines indicating that the company was not licensed or registered with the agency to conduct insurance business.

The NBI also obtained a certification from the Securities and Exchange Commission (SEC) which allegedly showed that the company was not registered with the agency.

During the operation, NBI personnel seized various items believed to be related to the company’s transactions, including transaction documents, laptops and computer equipment. These materials are expected to form part of the evidence being examined by investigators.

The 16 individuals arrested during the operation were brought under NBI-CEMRO custody for questioning, documentation and validation as investigators determine their respective roles in the company’s operations.

Authorities said the arrested individuals could face charges for alleged violations of Republic Act No. 10607, or the amended Insurance Code of the Philippines.

The law regulates the conduct of insurance business in the country and requires entities engaged in insurance activities to secure the appropriate authority from the Insurance Commission.

The NBI operation remains subject to further investigation, and the allegations against the company and its personnel will undergo the appropriate legal process.

Authorities have yet to disclose the identities of the six complainants or provide additional details regarding the specific transactions that led to the complaints.

The NBI is expected to continue examining the seized documents and electronic devices as part of its investigation into the alleged unauthorized insurance operations in Koronadal City.
