CAGAYAN DE ORO CITY – Police Regional Office 10 (PRO10) has captured the Top 6 Most Wanted Person at the regional level in Tubod, Lanao del Norte, for the rape of a 19-year-old special needs girl, ending months of pursuit for the accused.
Alias “Marlon,” 40, a construction worker of the Department of Public Works and Highways (DPWH) and a resident of Barangay San Antonio, Tubod, was arrested on August 8, 2025, around 3:00 p.m. in a joint police operation. The arrest was carried out by the Tracker Team of Tubod Municipal Police Station, the 1st and 2nd Provincial Mobile Force Companies, the Lanao del Norte Maritime Police Station, and the Provincial Intelligence Unit of Lanao del Norte Police Provincial Office.
The warrant of arrest, issued on August 7, 2025, covers three counts of rape under Article 266-A in relation to Article 266-B of the Revised Penal Code, as amended by RA 8353. Criminal Case Nos. 3557-07-2025, 3558-07-2025, and 3559-07-2025 all carry no bail.
Police reports state that “Marlon” allegedly raped his teenage neighbor three times — first in December 2024, then in January 2025, and again in February 2025. The victim, described as a special child, reportedly kept silent due to threats on her life. The abuse came to light only after the incidents were reported to authorities in March 2025, leading to the filing of formal charges.
The suspect is now in the custody of the Tubod MPS for proper disposition.
PRO10 Regional Director PBGen Rolindo M. Suguilon lauded the successful operation, calling it a victory for justice and a message to criminals preying on society’s most vulnerable.
“Crimes against vulnerable persons, especially those with special needs, are among the most cowardly acts anyone can commit. Under my watch, PRO10 will relentlessly hunt down these predators until justice is served. Every child deserves to grow up safe, respected, and free from fear, and we will ensure that those who commit heinous crimes are held fully accountable before the law,” Suguilon said.
Authorities urge the public to remain vigilant and assist in locating wanted persons by reporting relevant information to the police to help maintain peace and order in Northern Mindanao.
