ISABELA CITY, Basilan — The Criminal Investigation and Detection Group (CIDG) has intensified its campaign against cigarette smuggling and the illegal tobacco trade, resulting in the arrest of a man and the confiscation of an estimated ₱1.05 million worth of alleged smuggled cigarettes in Isabela City, Basilan.
The operation was conducted at around 9:45 p.m. on August 7, 2026, in Barangay Eastside, Isabela City, by personnel of the CIDG Basilan Provincial Field Unit, in coordination with territorial police units.
Authorities arrested a male suspect who was allegedly found in possession and control of 30 master cases of cigarettes believed to have been smuggled into the country. The seized tobacco products were estimated to have a total value of ₱1,050,000.
The confiscation formed part of intensified law enforcement efforts by the CIDG in the Zamboanga Peninsula aimed at disrupting the distribution and sale of illicit tobacco products, which authorities say undermine government tax collections, legitimate businesses, and public health regulations.
According to the CIDG, the seized cigarettes did not bear the mandatory graphic health warnings and Bureau of Internal Revenue (BIR) excise tax stamps, raising serious concerns over their legality and tax compliance.
The absence of the required health warnings constitutes a violation of the provisions of Republic Act No. 10643, or the Graphic Health Warnings Law, which requires tobacco products sold in the Philippines to carry graphic health warnings depicting the dangers associated with tobacco use. The law is intended to protect consumers and promote greater awareness of the health risks linked to smoking.
Authorities also cited Republic Act No. 8424, or the Tax Reform Act of 1997, in stressing the importance of BIR excise tax stamps on tobacco products. Cigarettes sold without the required tax stamps are considered untaxed products and may be subject to seizure and other legal sanctions under existing laws.
The CIDG leadership commended PCOL Rafael D. Lero, Regional Chief of CIDG Regional Field Unit 9, and the CIDG Basilan Provincial Field Unit headed by PLT Silverio M. Omboy, along with the supporting territorial police units, for the successful operation and arrest of the alleged violator.
The agency said the operation demonstrates its continuing commitment to enforcing laws against smuggling and other forms of illicit trade, particularly activities that deprive the government of legitimate revenues while placing law-abiding businesses at a disadvantage.
The CIDG warned cigarette traders and other merchants against engaging in the distribution of untaxed and illegally imported tobacco products, emphasizing that law enforcement operations against the illicit tobacco trade will continue.
The agency also appealed to the public to report suspected smuggling activities, illegal trading operations, and suspicious warehouses or manufacturing facilities in their communities. Such information, authorities said, can help law enforcement agencies identify and dismantle networks involved in the illegal tobacco trade.
The ₱1.05-million seizure in Isabela City highlights the continuing effort of authorities to prevent illicit cigarettes from reaching consumers and to protect government revenues, legitimate commerce, and public health from the consequences of tobacco smuggling.
