BARIRA, Maguindanao del Norte – Authorities intercepted nearly half a million pesos worth of suspected smuggled cigarettes and arrested three individuals during a joint checkpoint operation in Barangay Poblacion, Barira, on the afternoon of July 18, 2026.
The operation, conducted at approximately 3:15 p.m., resulted in the seizure of 417 reams of Canon Menthol cigarettes with an estimated market value of ₱487,890, according to the Barira Municipal Police Station.
Arrested were individuals identified only by their aliases Saadodin, 33, the driver of the vehicle; Abdulwahab, 33; and Nawap, 19. All three are residents of Barangay Macao, Balabagan, Lanao del Sur.
The suspects were apprehended after personnel of the 3rd Maneuver Platoon (3rd MP), 1st Provincial Mobile Force Company (1st PMFC), Maguindanao del Norte Police Provincial Office (MDN PPO), led by PLT. Jebb B. Gonzalez, in coordination with the Barira Municipal Police Station under PCPT. Julius R. Caamud, Officer-in-Charge and Chief of Police, conducted a routine security checkpoint at the 3rd MP detachment in Barangay Poblacion.
During the inspection, law enforcement officers flagged down a gray Mazda BT-50 pickup truck bearing license plate AAH 2427. Authorities immediately noticed several packs of cigarettes in plain view inside the vehicle, prompting officers to conduct a more thorough inspection.
When questioned, the occupants failed to present any legal documents, permits, or clearances authorizing the transport of the cigarette shipment.
Further examination revealed that the cigarettes also lacked the mandatory graphic health warnings required under Philippine law, raising additional violations aside from the alleged smuggling offense.
Police subsequently confiscated all 417 reams of Canon Menthol cigarettes, which authorities believe were illegally transported and intended for distribution.
The three suspects were arrested and informed of their constitutional rights under the Miranda Doctrine, including their right to remain silent and to obtain legal counsel of their own choice.
They were later brought to the Barira Municipal Police Station, where they underwent proper booking, documentation, and custodial procedures while investigators prepared the necessary criminal complaints.
The suspects are facing charges for alleged violations of Republic Act No. 10863, or the Customs Modernization and Tariff Act, which penalizes the unlawful importation and transport of smuggled goods, and Republic Act No. 10643, also known as the Graphic Health Warnings Law, which requires cigarette packages sold or distributed in the country to bear prescribed graphic health warning labels.
Authorities said the confiscated cigarettes will remain under police custody and will be presented as evidence during court proceedings.
The successful checkpoint operation forms part of the Philippine National Police’s intensified campaign against the illegal trade of untaxed and smuggled tobacco products, which continues to deprive the government of tax revenues while allowing the circulation of unregulated tobacco products in the market.
Police assured the public that security checkpoints and anti-smuggling operations across Maguindanao del Norte will continue as part of broader efforts to curb the movement of illicit goods and hold violators accountable under the law.
