The 90th Infantry Battalion (90IB) of the Philippine Army reaffirmed its commitment to peacebuilding and community empowerment through the conduct of the Enhanced Comprehensive Local Integration Program (E-CLIP) and People’s Organization Enhancement Program held at the battalion headquarters in Barangay Kabengi, Datu Saudi Ampatuan, Maguindanao del Sur.

Spearheaded by Lieutenant Colonel Loqui O. Marco, Commanding Officer of 90IB, the activity aimed to enhance the capabilities and knowledge of members of People’s Organizations composed of former violent extremists who have returned to the fold of the law.

The day-long event featured lectures on Registration and Initial Capitalization under the Cooperative Development Authority (CDA) and a Workshop on Project Proposal Creation, equipping participants with practical skills in project development to help them establish livelihood initiatives and sustain peace in their communities.

A total of 50 participants from various People’s Organizations and cooperatives across Maguindanao del Sur took part in the program. Their active involvement, organizers said, reflects their collective aspiration to strengthen their organizations and contribute to the government’s peace and development efforts.

Among the distinguished guests was Brigadier General Edgar L. Catu, Commander of the 601st Infantry (Unifier) Brigade, who served as the guest of honor and speaker. In his message, he emphasized that lasting peace is achieved not by force but through unity and cooperation.

“This program is proof that peace is not achieved through arms alone but through solidarity and collaboration. I encourage all former returnees and members of People’s Organizations to continue working with us in building a stable and peaceful community,” said BGen. Catu.

LTC Marco, in his message, underscored the Philippine Army’s holistic approach to peacebuilding by providing livelihood opportunities and reintegration support to former combatants.

“Our goal is not only to help our fellow citizens who have returned to the government’s side but also to give them the opportunity to rebuild their lives and become productive members of society. Through programs like these, we strengthen our unity toward genuine peace and progress,” Marco said.

Major General Donald M. Gumiran, Commander of the 6th Infantry Division, Joint Task Force Central, and Western Mindanao Command, also conveyed his message of support, stressing the long-term importance of reintegration efforts.

“The 6ID remains steadfast in supporting programs that offer hope and direction to our fellow citizens who once strayed from the path. The E-CLIP and People’s Organization Enhancement Program are concrete steps toward lasting peace. May this inspire others to join us in our pursuit of genuine peace and development throughout the region,” MGen. Gumiran said.

The activity demonstrated the continued partnership among the 90IB, 601st Brigade, and the 6th Infantry Division in implementing peace and development initiatives, in line with the Philippine Army’s mission of “Serving the People, Securing the Land.”
