ZAMBOANGA CITY — The Police Regional Office (PRO) 9 has recorded another breakthrough in its campaign against local communist armed conflict, as four individuals formerly affiliated with the Communist Terrorist Group (CTG) voluntarily surrendered in various parts of the Zamboanga Peninsula between September 12 and 18, 2025.
The development, according to PRO 9, was made possible through the collective efforts of police maneuver units, local government units (LGUs), and partner agencies, highlighting the government’s sustained commitment to peace and security in the region.
Authorities said the surrenderers have chosen to withdraw their support for the armed movement and return to mainstream society. Their decision was largely influenced by the government’s peace-building initiatives and the rehabilitation programs available under the Enhanced Comprehensive Local Integration Program (E-CLIP).
Through E-CLIP, the former affiliates will be provided with livelihood assistance, skills training, and reintegration support aimed at helping them rebuild their lives as productive and peaceful citizens.
“These voluntary surrenders stand as powerful symbols of transformation—individuals choosing peace over violence,” PRO 9 said in a statement, adding that the police force remains committed to ensuring the safety and welfare of all communities in the Zamboanga Peninsula.
The police regional office commended the courage of the returnees and pledged full support for their reintegration journey, reaffirming its mandate to deliver quality service with compassion and excellence in the pursuit of lasting peace.
