Davao City – July 11, 2025 — The City Government of Davao has officially convened an Inter-Agency Task Force (IATF) aimed at addressing growing concerns related to overcharging, contracting, and other violations by public utility vehicle (PUV) drivers in the city.

The task force, composed of key government agencies and transport stakeholders, held its initial meeting on Thursday to tackle reports and complaints from commuters and assess ongoing monitoring efforts. The initiative was announced by Atty. Eduardo Perez IV, Acting Head of the City Transport and Traffic Management Office (CTTMO), during the ISpeak Media Forum.

According to Perez, the IATF was created to streamline coordination among agencies involved in transport and traffic management and to respond more efficiently to commuter grievances.

“This task force is a collective response to the recurring problems experienced by our riding public, particularly overcharging and refusal to transport passengers,” he said.

The IATF includes representatives from the CTTMO, Land Transportation Franchising and Regulatory Board-XI (LTFRB-XI), Land Transportation Office-XI (LTO-XI), Philippine National Police-Traffic Enforcement Unit (PNP-TEU), City Planning and Development Office (CPDO), Civil Aviation Authority of the Philippines (CAAP), City Information Office-Davao City Reports (DCR), Davao City Overland Transport Terminal (DCOTT), and the Sanggunian Panlungsod’s Committee on Transportation and Communications.

Majority of the complaints discussed during the meeting were received through the Davao City Reports (DCR), the city’s official public grievance platform.

Perez clarified that while the CTTMO regulates certain PUVs such as motorized tricycles and non-motorized pedicabs, the regulation of taxi fares falls under the jurisdiction of the LTFRB. Hence, close coordination among member agencies is crucial to address the full spectrum of transport-related issues.

The IATF is tasked with investigating and resolving complaints involving overcharging, contracting of passengers, refusal to render service, and reckless or abusive driving. It will also monitor compliance with transport and road safety regulations among drivers and operators.
