Isabela City, Basilan – April 25, 2025 — In a move to strengthen the city’s security and support frontliners in safeguarding coastal communities, the City Government of Isabela formally turned over essential equipment to the 19th Special Forces Company / 4th Special Forces Battalion of the Philippine Army.



Representing Mayor Sitti Djalia Turabin-Hataman, City Administrator Pedrito Eisma led the turnover ceremony, which included four units of watercraft engines and office supplies. The ceremony, held in the presence of CGSO Eugene Strong, underscores the city’s sustained commitment to peace, order, and public safety.
The equipment, amounting to a total of P98,200.00, was procured under the Peace and Order and Public Safety (POPS) Plan for Calendar Year 2025. These watercraft engines are expected to enhance the mobility and operational readiness of special forces, particularly in securing Isabela City’s coastal and riverine areas.
Captain Ralph Raoul Carbon, INF PA, received the equipment on behalf of the Armed Forces of the Philippines and expressed gratitude for the local government’s continued support.
“The city’s support is crucial in our efforts to maintain peace and protect our communities. These watercraft engines will allow us to respond more efficiently to maritime security challenges,” said Captain Carbon.
The initiative highlights the importance of local government support in empowering law enforcement and military units. In areas like Isabela City—where maritime security plays a critical role in protecting livelihoods, deterring threats, and promoting stability—strong collaboration between local leaders and security forces is essential.
