In a groundbreaking move, Sultan Kudarat has become the first province in the Philippines to incorporate artificial intelligence (AI) into its border checkpoints. This initiative marks a significant leap forward in the province’s security measures, utilizing cutting-edge AI tools such as facial recognition and license plate readers to enhance border security and ensure public safety.
Revolutionizing Border Security with “Agila Watch”
Governor Datu Pax Ali Mangudadatu has championed this innovative project, aptly named “Agila Watch.” Introduced in July 2024, the initiative currently operates in five pilot locations: the City of Tacurong and the municipalities of Isulan, Esperanza, Lambayong, and President Quirino.
“Sa buong Pilipinas, tayo lang po ang may checkpoints sa ating mga borders na fully equipped ng artificial intelligence. May facial recognition, may license plate reader pa, because we want people to feel safe in Sultan Kudarat,” Mangudadatu proudly shared.
The project is designed to monitor and regulate movement into and out of the province, deterring criminal and illegal activities. With its advanced AI capabilities, the system provides real-time data monitoring, all linked to a central command center accessible remotely.
The Vision Behind the Innovation
PCol. Bernard Lao, Provincial Director of the Sultan Kudarat Police Provincial Office (SKPPO), was the driving force behind the project. When he assumed his position, he identified a pressing need to upgrade the province’s border control measures.
“Based on intel reports and my observations, there was a necessity to improve and establish these facilities because of the threats in the province,” Lao explained.
The checkpoints are not just functional but also feature modern amenities, including air-conditioned offices, clean restrooms, and rest areas. Additionally, personnel operating these facilities undergo extensive training to ensure they are well-versed in human rights and effective in handling advanced equipment.

“Napakalaki ang tulong ng ating border control facilities in essence because andyan na yung facilities niya. Kapag may gustong gumawa ng kalokohan ay magdadalawang isip muna bago pumasok sa boundaries ng Sultan Kudarat,” Lao noted.
