January 20, 2025 – Cagayan de Oro City
The 4th Infantry (Diamond) Division (4ID) highlighted its significant accomplishments in combating the Communist Terrorist Group (CTG) during its Year-End Campaign Progress Review and Assessment (CPRA) and Command Conference held at Camp Evangelista in Patag, Cagayan de Oro City.
Presided over by Brigadier General Consolito P. Yecla, Acting 4ID Commander, the event served as a platform to evaluate the division’s operational progress and formulate strategies for 2025. Brigade Commanders, General and Special Staff, and representatives from line units participated in person, while triad staff from the Eastern Mindanao Command (EMC), Battalion Commanders, and key officers from the Joint Task Force Diamond joined virtually.
The conference, facilitated by Colonel Cesar J. Conte Jr., 4ID Chief of Staff, featured Brigadier General Yecla’s Commander’s Guidance, which underscored the importance of sustaining recent gains and ensuring peace within the division’s jurisdiction.
Major Achievements
The 4ID’s operations from March 2023 to January 2025 resulted in the dismantling of critical CTG structures, including:
- 3 Guerrilla Fronts
- 2 Sub-Regional Committees
- 2 Sub-Regional Sentro de Grabidad units
- 1 Independent Platoon
A total of 160 armed encounters during this period led to:
- 63 insurgents killed
- 4 captured
- 10 apprehended
- 296 individuals surrendered
The division also recovered or facilitated the surrender of 442 firearms, comprising 398 high-powered weapons.
Key Operations
Among the notable successes was the neutralization of Dionisio Micabalo, alias Ka Muling, the Secretary of the North Central Mindanao Regional Committee, on July 26, 2023. Troops from the 58th Infantry Battalion carried out this operation in Gingoog City, significantly weakening the CTG’s leadership and operational capacity.

Brigadier General Yecla commended the unwavering commitment of 4ID personnel, emphasizing the need to sustain the momentum in the coming year.
“Efficiency, effectiveness, and unwavering commitment are the cornerstones of our success. The achievements we celebrate today reflect the hard work and determination of every soldier in the 4ID. As we enter the new year, we must remain steadfast in our mission to protect our people and secure lasting peace in our region,” Yecla stated.
The 4ID reiterated its commitment to fostering peace and development in Northern Mindanao and Caraga regions through partnerships with stakeholders and local communities. The division aims to pave the way for a stable and prosperous future in the region.
