Police Regional Office BAR Refutes Allegations of “Backer and Pay-off System” in 2024 Recruitment Process

The Police Regional Office in the Bangsamoro Autonomous Region (PRO BAR) has firmly denied allegations of a “backer and pay-off system” in the ongoing recruitment process for the 2024 Patrolman/Patrolwoman Attrition Quota. PRO BAR Regional Director, Police Brigadier General Romeo J. Macapaz, clarified that these allegations are baseless, emphasizing that the Philippine National Police (PNP) recruitment process is highly competitive, rigorous, and does not follow a mere “pass or fail” grading.

“We are still in the first stage of the application process, and these allegations have no basis and are simply impossible,” stated PBGEN Macapaz. To address the concerns, he has instructed the Regional Investigation and Detection Management Division (RIDMD) to monitor and investigate the claims, ensuring transparency throughout the process.

PRO BAR assured the public that the Regional Recruitment and Selection Unit (RRSU) strictly adheres to the Implementing Guidelines and Timeline for the 2024 Patrolman/Patrolwoman Attrition Recruitment Program. Macapaz explained that entering the police force is not easy, as the application process is highly competitive. Candidates must excel at each phase of the selection to advance.

In the initial stage, over 2,000 applicants undergo tests to evaluate Body Mass Index (BMI) and Physical Agility. Only the top 500 performers proceed to the Psychiatric and Psychological Examination (PPE). With each round, the number of candidates decreases until the final 250 top applicants are selected for appointment.

“This process is meticulous, well-planned, and carefully executed,” said Macapaz, encouraging applicants, along with their families, to understand the competitive nature of the selection and to avoid paying heed to rumors or unfounded claims.

Despite the challenges of the selection, PRO BAR pledged to prioritize applicants who do not make it through this year’s Attrition Quota in the next recruitment process. Reaffirming their commitment to integrity and transparency, PRO BAR reiterated their dedication to serving the nation responsibly.
