Barangay Marang-Marang, Isabela City — In a groundbreaking step toward bridging the digital divide, the Department of Information and Communications Technology (DICT) and the City Government of Isabela officially launched the Smart Villages Smart Islands (SVSI) initiative with Free Wi-Fi for All (FW4A) on November 18.
The project aims to enhance connectivity and provide access to reliable internet and ICT services in remote communities, fostering digital inclusion and sustainable development.
The launch event began with a warm welcome from Punong Barangay Ahmad Hamad, followed by opening remarks and an overview of the initiative presented by DICT IX and BASULTA Regional Director Cheryl Ortega. A ceremonial kickoff, attended by DICT officials, local government representatives, and community leaders, marked the start of this transformative program.
Representing Mayor Sitti Djalia Turabin-Hataman, City Administrator Pedrito Eisma delivered an inspiring message emphasizing the critical role of technology in empowering communities and improving quality of life. “This initiative is not just about connectivity; it’s about creating opportunities and transforming lives,” he said.
The event also featured the ceremonial launching of free Wi-Fi sites and the presentation of the FW4A audio-visual project (AVP). Planning Assistant Midarca Mohammad conducted an orientation on the eGOV PH App, a tool designed to improve access to government services and promote digital literacy in rural areas.
Mayra Abbas, President of the Marang-Marang Women’s Association, expressed gratitude on behalf of the community. “This initiative will open doors for education, livelihood, and better access to services that were once out of reach,” she said.
The program concluded with closing remarks from DICT Region IX and BASULTA Chief of the Technical Operations Division, Engr. Jacob Mohammad, who reaffirmed the DICT’s commitment to providing digital access for all Filipinos.

The SVSI initiative aligns with the DICT’s broader mission to achieve digital inclusion nationwide. By providing free Wi-Fi and digital tools to underserved communities, the project paves the way for economic growth, enhanced education, and improved access to essential services.
