AFP-PNP Joint Operation Captures High-Ranking NPA Leaders in Cotabato City

Cotabato City – In a significant joint operation, the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) apprehended three high-ranking leaders of the Southern Mindanao Regional Committee (SMRC) of the New People’s Army (NPA) on November 16, 2024.

The operation, conducted on Mabini Street, Bagua 3, Cotabato City, led to the capture of Ruel Villanueva Cabales, alias “Aman,” Secretary of the SMRC. Alongside him, authorities also detained Catherine Apares Guinoo, alias “Dewen,” Deputy Secretary and member of the SMRC Executive Committee, and Alma Mae Masalon, alias “Memie,” an NPA-SMRC member.

The arrests were made under warrants of arrest for multiple serious charges, including:

  • Illegal possession, manufacture, and acquisition of firearms, ammunition, and explosives
  • Destructive arson
  • Intimidation and violence against persons
  • Attempted murder
  • Crimes against international humanitarian law, genocide, and other crimes against humanity

Major Blow to NPA Operations

Major General Allan Hambala, Commander of the 10th Infantry (Agila) Division, commended the coordinated efforts of the AFP and PNP in executing the operation.

“This achievement underscores the dedication and synergy of our military and law enforcement agencies in maintaining peace and security. The arrest of these key individuals significantly contributes to the total defeat of SMRC and to a safer Southeastern Mindanao,” said Maj. Gen. Hambala.

The apprehension of these senior leaders is seen as a crucial step in dismantling the remaining operations of the SMRC, which has been active in Region 11.

Strengthening Peace and Security

The joint AFP-PNP operation highlights the ongoing efforts of the Philippine government to address threats posed by the NPA, which has been designated as a terrorist organization by the Philippine government and other nations. The successful arrests are expected to weaken the operational capabilities of the SMRC and further the pursuit of peace and stability in Mindanao.
