13 Arrested for Illegal Quarrying in Davao City’s Conservation Area

Davao City, Philippines — The National Bureau of Investigation-Davao (NBI-XI) successfully apprehended 13 individuals involved in illegal quarrying operations in Barangay Tamugan, Marilog District, Davao City, during a raid conducted on Monday, November 18, 2024, at 9:00 a.m.

The operation was carried out following complaints about unregulated activities in the area, which is part of a conservation zone protected under the city’s Watershed Code and Comprehensive Land Use Plan. According to Atty. Ely Leaño, spokesperson for NBI-XI, the suspects will face charges of violating Republic Act 7942, also known as the Mining Act of 1995, and Presidential Decree 1586, which mandates compliance with the Environmental Compliance Certificate (ECC) requirements.

Barangay Officials Under Scrutiny

The raid revealed evidence, including backhoes, dump trucks, and documentation related to the quarry operations. Leaño disclosed that five additional individuals allegedly masterminding the operations are under investigation. Authorities are also probing potential involvement of barangay officials and other local personalities suspected of supporting the illegal activities.

To avoid compromising the raid, the operation was conducted without prior coordination with barangay officials. This move came after the Community Environment and Natural Resources Office (CENRO) flagged possible links between local officials and quarrying syndicates.

Environmental and Tribal Concerns

The operation has been lauded by the Interfacing Development Interventions for Sustainability (IDIS), an environmental group advocating for the protection of Upper Tamugan. IDIS emphasized that unchecked quarrying in conservation areas can lead to over-extraction, harming soil stability, water quality, and the overall ecosystem.

“With this apprehension, the government sends a strong message to illegal operators to cease their activities,” said IDIS Executive Director Atty. Mark Peñalver. He warned that unregulated operations pose significant environmental risks, including the destruction of natural habitats.

The National Commission on Indigenous Peoples-Davao (NCIP-11) also expressed support for the crackdown. NCIP-11 Director Atty. Geroncio Aguio called on tribal leaders not to tolerate illegal activities within their communities, stressing the importance of reporting violations to protect indigenous lands.

Continued Investigation

Authorities are intensifying their investigation to identify those behind the syndicate, with a focus on individuals in leadership positions who might be exploiting the community for personal gain. Charges have already been filed against the 13 individuals arrested during the operation, and further legal action is expected as more evidence is gathered.

This successful raid marks a significant step in combating illegal quarrying in Davao City’s protected areas, highlighting the government’s commitment to environmental conservation and the rule of law.
