DAVAO CITY — Police authorities arrested a 33-year-old United States national in Davao City on October 7, 2026, in connection with alleged violations involving coercion, the unauthorized sharing of private images, and violence against women and their children, with the reported offenses also being investigated in relation to the Cybercrime Prevention Act.

The arrest was carried out through an entrapment operation involving personnel from concerned Davao City police units and the Regional Anti-Cybercrime Unit 11.

Police said the operation was conducted as part of efforts to respond to alleged forms of abuse and exploitation facilitated through digital platforms, particularly cases involving private and sensitive personal information.

Authorities recovered a mobile phone, a laptop computer, and a United States passport from the suspect during the operation.

The electronic devices have been secured and will undergo appropriate examination and documentation in accordance with established police procedures. Investigators are expected to examine the devices for digital evidence that may be relevant to the allegations and the ongoing investigation.

The suspect was subsequently brought to the appropriate police office for booking, documentation, and proper disposition.

The PNP did not identify the suspect by name in its announcement and did not disclose additional details regarding the alleged victim or victims, consistent with the sensitive nature of the case.

PNP: Digital Abuse Must Be Met With Lawful Police Action

Chief PNP Police General Jose Melencio C. Nartatez Jr. stressed that police intervention in cases involving sensitive personal and digital information must be firm but remain within the bounds of law and due process.

“The digital space should not become a place where people feel powerless or unprotected,” Nartatez said. “When there is a reported violation, our personnel must be ready to respond, investigate, and act within the law. We want the public to know that they can seek help and expect a proper police response.”

The police chief’s statement underscores the growing challenge faced by law enforcement as abuse, coercion and exploitation increasingly extend into online and digital environments.

The unauthorized dissemination of private images can expose victims to continuing harm even after the original incident, particularly when digital material can be copied, stored and redistributed through multiple platforms.

For this reason, investigators emphasize the importance of preserving relevant digital evidence while avoiding actions that could alter or destroy potential evidence.

Part of PNP’s Anti-Cybercrime Operations

The Davao City operation forms part of the Philippine National Police’s continuing implementation of its Focused Agenda, particularly Enhanced Managing Police Operations, which calls for coordinated, responsive and law-based police action against emerging forms of criminality.

The PNP said the approach includes addressing offenses facilitated through digital platforms and strengthening coordination among police units with specialized capabilities in cybercrime investigation.

The involvement of the Regional Anti-Cybercrime Unit 11 reflects the need for specialized investigative work when allegations involve electronic communications, digital files, online activity and other forms of electronic evidence.

At the same time, authorities emphasized that police action must remain grounded in established legal procedures, particularly in cases where electronic devices and private information are involved.

Public Urged to Report Digital Abuse

The PNP also reminded the public to promptly report suspected cases involving abuse, coercion, exploitation or the unauthorized dissemination of private images to the proper authorities.

Individuals who believe they have been victimized are encouraged, whenever possible, to preserve relevant digital evidence that could assist investigators. This may include electronic communications and other information directly connected to the reported incident, provided these are preserved safely and turned over to authorities through appropriate channels.

The latest arrest also highlights the importance of seeking assistance rather than allowing threats, coercion or the misuse of private information to continue unchecked.

Authorities stressed that the arrest is part of an ongoing legal process. The allegations against the suspect remain subject to investigation and the appropriate judicial proceedings, and the suspect is presumed innocent unless proven guilty in court.

The PNP said the operation is consistent with its continuing commitment to public safety, justice and the protection of vulnerable sectors under the administration of President Ferdinand R. Marcos Jr., as well as its broader campaign under the banner “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”
