MISAMIS ORIENTAL, Philippines — A Police Staff Sergeant assigned to the Villanueva Municipal Police Station is under police custody after being accused of sexually abusing a minor, prompting the Misamis Oriental Police Provincial Office (MORPPO) to launch an impartial investigation and administrative proceedings against the officer.
The police officer, who is also known as a blogger, was arrested following a complaint involving an alleged violation of Republic Act No. 8353, or the Anti-Rape Law of 1997, in connection with an incident involving a minor.
According to initial information, the alleged abuse took place inside a cemetery. The report further alleged that the police officer used a patrol vehicle in connection with the incident.
Authorities have not released details that could identify the minor, and the circumstances surrounding the alleged incident remain subject to investigation. The allegations have not yet been established in court.
The suspect has been placed under police custody and is undergoing inquest proceedings, while an administrative case is also being prepared by the police organization.
MORPPO Provincial Director Police Colonel Al M. Abanales ordered a thorough, impartial and expeditious investigation into the case, stressing that the officer’s position in the police service will not shield him from accountability if evidence establishes wrongdoing.
MORPPO also assured the public that there would be no preferential treatment, cover-up or attempt to suppress the investigation.
“We strongly condemn any form of sexual violence, especially when the victim is a minor. Such an allegation involving a police officer is a serious matter and will be dealt with accordingly. The uniform does not place anyone above the law,” Abanales said.
He added that the police provincial office would ensure that due process is observed, the rights and welfare of the alleged victim are protected, and accountability is pursued based on evidence.
Police Major Joan Navarro likewise said the suspect had been arrested and would undergo inquest proceedings, while an administrative case was being prepared for filing.
“MIS OR PPO will be releasing a statement today. The suspect has been placed under arrest and will undergo inquest proceedings today. An administrative case is also being prepared for filing,” Navarro said.
She reiterated the police organization’s position that wrongdoing by its personnel would not be tolerated.
“There will be no cover-up and no whitewash. Any wrongdoing by our personnel will never be tolerated, and the PNP will ensure that the case is properly investigated and that due process is observed,” Navarro said.
The incident has also renewed attention on cases involving police personnel in Northern Mindanao who have faced allegations of sexual offenses this year. Based on the information provided by authorities, this is reportedly the third police officer in Region 10 to face a rape complaint this year, while two other police personnel have reportedly faced separate complaints involving alleged acts of molestation.
However, each case remains subject to its own investigation and legal proceedings, and allegations should not be treated as proof of guilt unless established through the proper judicial process.
MORPPO appealed to the public and members of the media to exercise restraint in discussing the case, particularly by avoiding the publication or circulation of information that could reveal the identity of the minor.
Authorities emphasized that protecting the privacy, dignity and welfare of the child is a priority while investigators establish the facts surrounding the complaint.
The case also serves as a stern reminder that police personnel, despite the authority and responsibilities attached to their uniforms, remain subject to the same laws they are mandated to enforce.
MORPPO said it would continue to pursue the investigation in accordance with existing laws, PNP rules and regulations, while ensuring that both the rights of the accused and the protection of the alleged victim are respected throughout the proceedings.
