Maguindanao del Sur, November 28, 2025 — In a significant development for counterterrorism efforts in Mindanao, a top-ranked Bangsamoro Islamic Freedom Fighters (BIFF) member voluntarily surrendered to authorities, accompanied by two other faction members, local police reported.

The surrender took place on November 24 at Camp BGen Salipada K. Pendatun in Parang, Maguindanao del Norte. The primary surrenderer, known as a.k.a. Bargas, was listed as Number 4 on the 2025 PSR (Priority Surveillance List) under the Bungos Faction of the BIFF. He was joined by two non-PSR listed members.

Authorities recovered one 7.62mm sniper rifle, two 9mm pistols with four magazines, and four rounds of 9mm ammunition from the group. The surrenderers are now undergoing documentation and processing, with the possibility of enrolling in the Enhanced Comprehensive Local Integration Program (E-CLIP) to aid their reintegration into mainstream society.

The operation was facilitated by personnel from the 4th Special Action Battalion (4SAB) and Regional Drug Battalion (RDB), providing tactical support to the Provincial Intelligence Team Maguindanao del Norte and Regional Intelligence Unit 15, in coordination with other PNP units.

“This successful surrender underscores our unwavering commitment to counterterrorism and sustaining peace and security in the region,” said authorities. “We continue to encourage members of armed groups to lay down their arms and return to society through peaceful means.”

The surrender of a high-ranking PSR-listed BIFF member marks a notable victory for security forces and signals ongoing progress in the government’s efforts to weaken insurgent factions in Mindanao.
