CAGAYAN DE ORO CITY, Philippines — Authorities seized an estimated ₱16.875 million worth of suspected smuggled cigarettes and arrested three Filipino adults during a joint anti-smuggling operation in Barangay 35, Cagayan de Oro City, early Friday, October 9, the Philippine National Police (PNP) reported.

The operation resulted in the confiscation of 252 master cases of cigarettes, along with an Isuzu tractor head and an attached trailer and container van believed to have been used to transport the shipment.

The seizure forms part of the PNP’s intensified efforts to combat the illegal movement of goods through coordinated operations with other law enforcement and government agencies.

The operation was carried out by personnel of the Criminal Investigation and Detection Group (CIDG) Bukidnon Provincial Field Unit, CIDG Regional Field Unit 10, Regional Mobile Force Battalion 10, and the Bureau of Customs–Customs Intelligence and Investigation Service.

The three arrested individuals, together with the confiscated cigarettes and vehicles, were placed under the custody of the CIDG Bukidnon Provincial Field Unit for further investigation and the preparation and filing of appropriate charges.

Authorities have yet to disclose additional details about the identities of the suspects, the origin and intended destination of the cigarette shipment, or the specific circumstances that led to the operation.

The estimated value of the seized goods was placed at ₱16.875 million. However, further investigation will be necessary to establish the shipment’s origin, the parties responsible for its transport, and any violations of customs or other applicable laws.

PNP vows sustained anti-smuggling operations

PNP Chief Police General Jose Melencio C. Nartatez Jr. said sustained enforcement and close coordination among government agencies are necessary to address smuggling and hold those responsible accountable.

“Hindi lang ito tungkol sa pagkumpiska ng mga smuggled goods. We also have to protect legitimate businesses and make sure that our laws are enforced fairly. We will continue to work with our partner agencies so that these operations lead to proper action and accountability,” Nartatez said.

The PNP said the operation supports its Focused Agenda, particularly the Enhanced Managing Police Operations component, which emphasizes coordinated enforcement efforts against illegal activities.

The initiative also aligns with the national government’s stated efforts under President Ferdinand R. Marcos Jr. to strengthen law enforcement and protect legitimate economic activities.

Protecting legitimate businesses and economic activity

Smuggling can undermine legitimate businesses by allowing goods to enter and circulate in the market outside applicable customs and regulatory requirements. Such activities may also result in lost government revenue and create unfair competition for businesses that comply with the law.

The recovery of the suspected smuggled cigarettes and the vehicles allegedly used to transport them is expected to form part of the evidence in the ongoing investigation. Investigators will have to establish the circumstances surrounding the shipment and determine the appropriate legal action based on the evidence gathered.

The PNP said it would continue to strengthen intelligence-driven operations and inter-agency coordination to curb smuggling, promote fair business practices, and protect the public interest.

The operation was conducted under the PNP’s commitment to the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman program.

The three suspects remain subject to investigation, and any criminal liability must be determined through the appropriate legal process.
