ZAMBOANGA CITY – The Philippine Navy has dealt another major blow to cigarette smuggling syndicates operating in Western Mindanao after intercepting four vessels carrying undocumented cigarettes in a series of maritime security operations that resulted in the confiscation of nearly ₱300 million worth of contraband.


The successful operations were carried out by the Naval Command Western Mindanao (NCWM) under the leadership of Rear Admiral Constancio Arturo M. Reyes Jr., as part of its intensified campaign to strengthen maritime security, safeguard the country’s maritime borders, and prevent Philippine waters from being used for illegal activities.
The latest interdiction took place on July 6, 2026, when personnel of Naval Task Force 61 (NTF 61) intercepted the vessel M/V Jepajoy while operating off the waters of Tongkil Island, Sulu.
During the conduct of a Visit, Board, Search, and Seizure (VBSS) operation, naval personnel discovered approximately 3,000 master cases of undocumented cigarettes concealed aboard the vessel. Authorities immediately secured the shipment and escorted the vessel, along with its four crew members, to the Port of Zamboanga for turnover to the appropriate government agencies for investigation and the filing of corresponding charges.
According to the NCWM, the July 6 operation capped a string of successful maritime interdiction missions conducted by NTF 61 from June 23 to July 5, 2026, in the waters off Maguindanao del Norte, Zamboanga Sibugay, and Sulu.
The four operations collectively disrupted several suspected smuggling routes frequently used by organized criminal groups to transport untaxed cigarettes into the country through Western Mindanao’s extensive maritime corridors.
The Navy said the intensified operations form part of its broader strategy to enhance maritime domain awareness, strengthen law enforcement at sea, and support the government’s campaign against economic sabotage, particularly the illegal entry of untaxed and undocumented goods that deprive the government of billions of pesos in revenue.
Rear Admiral Reyes commended the officers and personnel of Naval Task Force 61 for their vigilance, discipline, and professionalism in carrying out the high-risk maritime interdiction operations.
He emphasized that the Naval Command Western Mindanao remains committed to sustaining aggressive maritime security patrols to protect the country’s territorial waters and maritime borders from transnational crimes.
“Our mission is clear—to secure our maritime domain, deny criminal organizations the use of Philippine waters for illicit activities, and ensure the safety and security of the Filipino people,” Reyes stressed.
The seizure underscores the Philippine Navy’s continuing role in supporting national law enforcement efforts against smuggling, which remains a persistent challenge in the southern maritime frontier due to its vast coastline and proximity to neighboring countries.
Authorities are now conducting further investigations to determine the origin, intended destination, and individuals behind the shipment, as well as to identify possible links to larger smuggling syndicates operating in the region.
The confiscated cigarettes, estimated to be worth nearly ₱300 million, are expected to be turned over to the appropriate authorities for inventory, documentation, and the filing of cases against those found responsible for violating customs and other applicable laws.
