ZAMBOANGA CITY – Four missing minors were safely rescued by authorities in Diplahan, Zamboanga Sibugay, following a coordinated inter-agency operation that led to the arrest of their stepfather and the launch of a broader investigation into allegations of child abuse and neglect involving their family.

The rescue operation was carried out on July 12, 2026, after officials received a complaint regarding the disappearance of the children. The rescued siblings include two girls aged 6 and 8, a 13-year-old boy, and a 17-year-old girl, all residents of Zamboanga City.

According to initial reports, the children had reportedly been staying with their stepfather for about a week after they allegedly left home to escape what was described as abusive treatment from their biological mother. Authorities have yet to independently verify these claims, which remain part of the ongoing investigation.

Rapid Multi-Agency Response

Councilor Fred Atilano said the operation began on the morning of July 12 after Barangay Lumbangan Chairman Hon. Carmelito Bejerano, together with the complainant, sought immediate assistance regarding the missing children.

Upon the instruction of Mayor Khymer Olaso, local officials quickly mobilized multiple agencies to locate and recover the minors.

The rescue mission involved personnel from the:

  • Women and Children Protection Center (WCPC);
  • Zamboanga City Social Welfare and Development Office (ZCSWDO);
  • Municipal Social Welfare and Development Office (MSWDO) of Diplahan;
  • Regional Mobile Force Battalion 9 (RMFB9);
  • 903rd Maneuver Company, RMFB9;
  • Diplahan Municipal Police Station – Women and Children Protection Unit (WCPU); and
  • Barangay officials of Gaulan.

Authorities traveled approximately five hours from Zamboanga City to Diplahan, navigating difficult terrain, muddy roads, dense vegetation, and nighttime conditions to reach the reported location of the children.

The joint team eventually located the four minors, who were safely recovered without reported injuries. They were immediately debriefed, processed, and transported back to Zamboanga City on the same evening.

Stepfather in Custody

The children’s stepfather was taken into police custody during the operation.

Authorities have not yet disclosed the specific charges that may be filed against him as investigators continue to determine the circumstances surrounding the incident.

Police also withheld additional details, citing the ongoing investigation and the need to protect the identities and welfare of the minors.

Conflicting Allegations Surface

During initial questioning, the stepfather claimed that the children’s biological mother allegedly directed her frustrations toward the children whenever she encountered problems at work.

He further alleged that the mother had attempted to sell one of her children for ₱200,000, a claim that has not been substantiated by investigators.

The children’s mother has categorically denied all accusations leveled against her.

Authorities have not confirmed any evidence supporting either side’s statements and emphasized that all allegations remain under investigation.

Children Now Under Protective Custody

Following the rescue, the four minors were placed under the custody of the Department of Social Welfare and Development (DSWD) and child protection authorities, where they will receive appropriate care, counseling, and other legal and social welfare interventions while the investigation proceeds.

Officials said ensuring the children’s safety and psychological well-being remains the top priority.

Councilor Atilano described the operation as a testament to the importance of swift government action and effective inter-agency collaboration.

“This successful operation reflects what can be achieved through swift action, strong inter-agency coordination, and a shared commitment to protecting the welfare of children,” he said.

Authorities continue to gather evidence and interview witnesses as they work to establish the full circumstances surrounding the case and determine any criminal liability.

The investigation remains ongoing.
