ZAMBOANGA CITY — The Philippine Navy scored a major victory against maritime smuggling after intercepting two separate illegal cigarette transport operations in the waters off Basilan and Sulu on May 23 and 24, 2026, resulting in the confiscation of more than PHP113 million worth of undocumented foreign-brand cigarettes.

The successful anti-smuggling operations were carried out by the Philippine Navy through the Western Mindanao Naval Command (WMNC) and Naval Task Force 61 as part of intensified maritime security and interdiction efforts in Western Mindanao.

In the first operation conducted on May 23 near Tongquil Island in Sulu, naval operating units intercepted the vessels FB SEA DRAGON and MPB SEA HORSE. Authorities discovered approximately 282 master cases of undocumented foreign-brand cigarettes onboard, with an estimated market value of PHP42.7 million.

A day later, on May 24, naval forces launched another successful interdiction operation near Sibago Island in Hadji Mohammad Ajul, Basilan, leading to the apprehension of M/B LAPPAS. The vessel was found carrying around 473 master cases of undocumented cigarettes valued at approximately PHP70.9 million.

According to the Philippine Navy, naval personnel immediately conducted boarding, inspection, and verification procedures on the intercepted vessels. Investigators later confirmed that the cargoes lacked the required legal permits and supporting transport documents.

The crew members aboard the vessels reportedly failed to present proof of lawful possession and transport of the cigarette shipments, prompting authorities to apprehend both the vessels and their personnel for alleged violation of Republic Act No. 12022.

Authorities emphasized that all apprehended individuals underwent proper processing and medical examination and were informed of their constitutional rights in accordance with existing operational and legal procedures.

The seized vessels and illegal cargoes were subsequently transported to Naval Station Romulo Espaldon in Zamboanga City for inventory, documentation, and turnover procedures.

The confiscated cigarette shipments will be turned over to the Bureau of Customs for appropriate disposition and further legal action.

The Philippine Navy said the successful interdictions underscore the continuing commitment of the WMNC to secure the maritime borders of Western Mindanao against smuggling and other transnational crimes.

“The Philippine Navy remains committed to intensifying maritime patrol and interdiction operations in support of national security, economic protection, and the government’s campaign against transnational and illegal maritime activities,” the Navy stated.

Authorities have long identified the waters surrounding Basilan and Sulu as critical maritime corridors vulnerable to smuggling and other illegal activities due to their proximity to international sea lanes and porous maritime boundaries. The latest operations are seen as part of broader efforts to curb illicit trade that undermines government revenues and fuels organized criminal networks in the region.
