Mindanao — The Intertropical Convergence Zone (ITCZ) continues to affect southern Mindanao, bringing cloudy skies, scattered rains, and thunderstorms over several provinces, while easterlies prevail over the rest of the island, according to the Regional Weather Forecast issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA)–Mindanao (MINPRSD) at 5:00 a.m. on Sunday, December 21, 2025.

PAGASA said SOCCSKSARGEN, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Sulu, and Davao Occidental will experience cloudy skies with scattered rains and thunderstorms due to the ITCZ. Residents in these areas are warned of possible flash floods and landslides, especially during periods of moderate to at times heavy rainfall.

Meanwhile, Dinagat Islands, Surigao del Norte, Surigao del Sur, and Davao Oriental will also have cloudy skies with scattered rains and thunderstorms, but these are attributed to prevailing easterlies. Similar hazards, including localized flooding and landslides, may occur during intense rainfall episodes.

The rest of Mindanao, including much of Northern Mindanao, Zamboanga Peninsula, and parts of the Davao Region, will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by easterlies. PAGASA cautioned that severe thunderstorms may still trigger flash floods or landslides, particularly in low-lying and mountainous areas.

Winds and Coastal Conditions

Across Mindanao, light to moderate winds will blow from the east to northeast, with slight to moderate sea conditions ranging from 0.6 to 2.5 meters. Coastal communities and small seacraft operators are advised to remain cautious, especially during thunderstorms.

Provincial Weather Highlights

  • Zamboanga Peninsula (Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City): Partly cloudy to cloudy skies with rainshowers or thunderstorms; temperatures ranging from 24°C to 31°C.
  • Northern Mindanao (Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental): Similar conditions with isolated to scattered rains; temperatures may reach up to 34°C in Bukidnon.
  • Davao Region (Metro Davao, Davao del Norte, Davao del Sur, Davao de Oro): Generally partly cloudy to cloudy with rainshowers or thunderstorms; Davao Oriental and Davao Occidental expected to have more persistent rains due to easterlies and ITCZ, respectively.
  • SOCCSKSARGEN (North Cotabato, South Cotabato, Sultan Kudarat, Sarangani): Cloudy skies with frequent rainshowers and thunderstorms; temperatures between 23°C and 31°C.
  • BARMM (Cotabato City, Basilan, Lanao del Sur, Maguindanao del Norte and Sur, Sulu, Tawi-Tawi): Predominantly cloudy with scattered rains and thunderstorms; coastal areas may experience moderate seas.

Advisory

PAGASA urged local government units and disaster risk reduction offices to remain on alert, particularly in flood- and landslide-prone areas. Motorists, farmers, and fisherfolk are advised to take necessary precautions as weather conditions may change rapidly.
