Mindanao — Tropical Depression Verbena continues to bring rains, gusty winds, and hazardous sea conditions across Mindanao as it moves northwest at 25 km/h, according to the 5:00 AM regional weather bulletin issued Tuesday (Nov. 25, 2025) by PAGASA–MINPRSD.
As of 3:00 AM, the center of Verbena was located near Talisay City, Cebu (10.3°N, 123.8°E), packing maximum sustained winds of 55 km/h and gustiness of up to 90 km/h. Although the system is currently traversing the Visayas, its rainbands continue to strongly influence Mindanao.
CARAGA: Heavy Rains, Gusty Winds, and High Flood Risk
CARAGA Region remains the most affected, with persistent rains and gusty winds expected throughout the day. PAGASA warns of moderate to heavy, at times intense rainfall, which may trigger flash floods and landslides, especially in Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the Dinagat Islands.
Coastal waters in Surigao del Norte and Dinagat Islands will be rough, posing risks to small sea vessels. Strong winds will prevail throughout the region.
Rest of Mindanao: Cloudy, Rainy, and Storm-Influenced Weather
Across Northern Mindanao, Davao Region, SOCCSKSARGEN, and BARMM, residents should brace for cloudy skies with scattered rainshowers and thunderstorms, all brought by Tropical Depression Verbena. Flooding and landslides remain possible due to sustained moderate to heavy rains.
Winds range from light to moderate in some areas—such as Cotabato City and parts of Basilan and Lanao del Sur—to strong, particularly in Misamis Oriental, Misamis Occidental, Lanao del Norte, Davao Oriental, and Surigao provinces.
Seas are generally moderate, except for rough conditions along eastern coasts directly exposed to Verbena’s circulation.

SOCCSKSARGEN

CARAGA Region
- Agusan del Norte, Surigao del Norte, Surigao del Sur, Dinagat Islands: Rains with gusty winds; strong to moderate winds; rough eastern seas.

Residents in low-lying, flood-prone, and landslide-prone areas—especially in CARAGA and Northern Mindanao—are urged to stay alert and heed local disaster response advisories. Fisherfolk and small boat operators are advised to avoid venturing into rough to moderate seas, particularly off the eastern seaboards.
