DAVAO CITY — In a strong show of discipline and responsibility, all 107 bus drivers and conductors subjected to a surprise drug test at the Davao City Overland Transport Terminal (DCOTT) were found negative for illegal drug use during the “Oplan Harabas 2025” operation conducted on October 31, 2025.

Philippine Drug Enforcement Agency (PDEA) Region XI Spokesperson Noli Dimaandal confirmed the commendable results in an interview, saying the outcome reflects the unwavering commitment of Davao’s transport workers to ensure passenger safety and uphold a drug-free workplace.

“This is a positive reflection of our drivers’ professionalism and discipline. It means that commuters can travel with peace of mind knowing that those behind the wheel are sober and responsible,” Dimaandal said.

The successful operation brought pride to the Davao region, earning commendation from authorities for maintaining a high standard of safety in public transportation, especially during the long weekend and All Saints’ Day rush.

PDEA XI lauded the cooperation and vigilance of the drivers, emphasizing that such results strengthen public confidence in the city’s transport sector — long known for its strict enforcement of laws and dedication to public safety.

Authorities, however, continue to remind drivers and passengers alike to remain cautious and alert, particularly during peak travel seasons.

Oplan Harabas is a nationwide initiative of PDEA that conducts random and surprise drug testing among public utility vehicle (PUV) drivers and conductors to promote a drug-free transport system and ensure the safety of the commuting public.

As other regions report cases of drivers testing positive, Davao stands out once again as a model of discipline and integrity, proving that with cooperation and awareness, the goal of a drug-free community is well within reach.
