DAVAO CITY — To strengthen local mechanisms for protecting women and children, the City Government of Davao issued Executive Order (EO) No. 10, Series of 2025 on June 19, reconstituting the City Committee on Anti-Trafficking and Violence Against Women and Their Children (CCAT-VAWC).

The move comes in compliance with Memorandum Circular No. 2023-181 of the Department of the Interior and Local Government (DILG), which provides guidelines for the operationalization of Local Committees on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC).

In 2023, Davao City had initially created a local committee through a separate EO. However, the reconstitution was deemed necessary to align with the updated national framework and ensure the city’s systems and structures remain functional, relevant, and legally consistent.

Under EO 10, the City Mayor shall serve as chairperson of the committee, with the Chairperson of the City Council’s Committee on Women, Children, and Family acting as vice chairperson.

The committee membership is composed of key department heads and representatives from various sectors, including:

  • City Social Welfare and Development Office (CSWDO)
  • City Planning and Development Office
  • City Health Office
  • City Public Employment Service Office
  • Integrated Gender and Development Division
  • Office of the City Prosecutor
  • Department of the Interior and Local Government (DILG) – Davao City
  • Davao City Police Office
  • Liga ng mga Barangay President
  • Three sectoral representatives each for women, children, and Overseas Filipino Workers (OFWs)

The primary mandate of the CCAT-VAWC is to recommend policies and measures to ensure the effective implementation of laws that protect women and children within Davao City.

The CSWDO will serve as the committee’s Secretariat, providing administrative and technical support.
