ISABELA CITY, BASILAN / COTABATO CITY — The City Councils of Isabela City and Cotabato City have declared political analyst Richard Heydarian as “persona non grata” following his controversial remarks comparing Mindanao to sub-Saharan Africa in terms of development.

The Sangguniang Panlungsod of Isabela City passed a resolution condemning Heydarian’s statements as “derogatory and disparaging,” asserting that they reflect a “profound lack of understanding and respect” for the people of Mindanao. The resolution, authored by Councilor Abner Rodriguez, emphasized that Heydarian’s comparison was “not only factually inaccurate but also perpetuates harmful stereotypes that undermine the dignity and progress of Mindanaoan communities.”

In Cotabato City, Mayor Mohammad Ali “Bruce” Matabalao issued a strong statement denouncing Heydarian’s remarks, saying they unfairly depict Mindanao as a place defined by poverty and hardship. Mayor Matabalao stressed that Cotabato City stands as proof of growth, good governance, and active civic participation in regional progress.

“Mindanao is no longer the place described by outdated and harmful stereotypes,” Matabalao asserted, adding that Heydarian’s attempt to clarify his statement only underscored his detachment from the realities of the region. The mayor called on Cotabato City’s 17th Sangguniang Panlungsod to pass its own resolution declaring Heydarian persona non grata, emphasizing that such a move would serve as a strong message against the continued misrepresentation of Mindanao.

Both actions reflect a growing sentiment among Mindanaoans rejecting negative portrayals of their region and reinforcing the importance of respectful and accurate discourse when addressing its unique challenges and achievements. While the “persona non grata” declarations hold no legal weight, they serve as symbolic statements of disapproval, aimed at defending the dignity and resilience of Mindanao’s people.
