CAMP ALAGAR, Cagayan de Oro City – The Police Regional Office (PRO) 10, under the leadership of Regional Director PBGEN Jaysen C. De Guzman, conducted a surprise random drug test at the Regional Headquarters (RHQ), Camp Alagar, Lapasan, Cagayan de Oro City, on January 2, 2025. The initiative was carried out immediately following the Daily Personnel Police Accountability Report.

The drug test aligns with Republic Act No. 9165, Article III, Section 36, paragraph (e), also known as the Comprehensive Dangerous Drugs Act of 2002, which mandates random drug testing for officers and employees in public offices. Furthermore, Civil Service Commission (CSC) Circular No. 13 underscores the goal of such tests: to ensure government agencies remain drug-free.

A total of 953 personnel from the Cagayan de Oro City Police Office (COCPO) and the RHQ underwent testing. The Regional Crime Laboratory Office 10 facilitated the activity, which was simultaneously conducted across different Police Provincial Offices and City Police Offices within the region.

In his address, PBGEN De Guzman stressed the importance of the initiative, stating, “Our fight against illegal drugs extends beyond the community and reaches within our ranks. We must hold ourselves to the highest standards of integrity and professionalism. This random drug testing serves as a reminder that we, as public servants, are not exempted from the responsibilities we uphold.”

The PRO 10 reiterated its commitment to intensifying its anti-drug campaign, ensuring that those in uniform continue to serve with honor and remain uncompromised in their duties. The leadership pledged to sustain efforts that promote accountability and uphold the integrity of the police force.

This initiative marks another step in reinforcing the agency’s dedication to a drug-free workplace and a trustworthy public service. Public servants, particularly those in law enforcement, are reminded of their critical role in maintaining integrity and public trust through such proactive measures.
