In a significant step toward addressing the urgent climate crisis, the Department of Environment and Natural Resources (DENR) hosted a Stakeholders’ Consultation on November 14-15, 2024, in Tubod, Lanao del Norte. This initiative aligns with DENR Secretary Maria Antonia Yulo-Loyzaga’s visionary Project TRANSFORM (Transdisciplinary Approach for Resilient and Sustainable Communities), which aims to create sustainable and adaptive communities through evidence-based practices and multi-sector collaboration.
A Collective Effort for Sustainability
The consultation gathered a diverse group of 200 stakeholders, including representatives from local government units (LGUs) in Lanao del Norte, national government agencies, private entities, civil society organizations, and the academe. Key participants included DENR officials, the Provincial Governor of Lanao del Norte, and Local Chief Executives from the municipalities of Bacolod, Kauswagan, and Nunungan.
These collaborative discussions laid the groundwork for the regional implementation of Project TRANSFORM, with a focus on forging partnerships and aligning efforts to combat environmental challenges, including climate change impacts.
LLRMSFR: A Natural Gem and Climate Ally
Chosen as the pilot site for Project TRANSFORM in Region 10, the Liangan Lipatan River Mangrove Swamp Forest Reserve (LLRMSFR) exemplifies ecological significance. Declared a mangrove swamp forest reserve under Presidential Proclamation No. 2152 in 1981, the area spans the municipalities of Kauswagan and Bacolod.
The LLRMSFR is recognized for its role as a carbon sink, helping to mitigate climate change by absorbing atmospheric carbon dioxide. Additionally, it provides critical habitat for a variety of flora and fauna, underscoring its importance for biodiversity conservation.
Ridge-to-Reef Conservation: Expanding the Reach
Complementing the LLRMSFR initiative, the Mt. Inayawan Range Natural Park in Nunungan, Lanao del Norte, will also be integrated into Project TRANSFORM. This protected area, declared the 53rd ASEAN Heritage Park, highlights the interconnectedness of ecosystems, from mountain ridges to coastal reefs.
Mt. Inayawan joins an elite roster of ASEAN Heritage Parks in Northern Mindanao, including Mt. Kitanglad Range Natural Park, Mt. Malindang Range Natural Park, and Mts. Timpoong-Hibok-Hibok Natural Monument. This recognition underscores its ecological value and reinforces its role in fostering a sustainable ridge-to-reef management approach.
A Blueprint for Climate Action
Project TRANSFORM represents a pioneering effort to unify best practices from both government and private sectors. By leveraging data-driven strategies and fostering local and national partnerships, the project aims to develop a scalable model for climate resilience.
As the pilot projects in Lanao del Norte take shape, they promise to serve as a template for future initiatives, enabling local governments and stakeholders to respond effectively to the climate emergency.
Launching in 2025
The official launch of Project TRANSFORM in Lanao del Norte is set for next year, signaling the beginning of an ambitious journey toward sustainable development. With the active participation of LGUs, stakeholders, and the community, the project aspires to transform environmental stewardship into a shared responsibility, paving the way for a greener and more resilient future.
By anchoring its efforts in collaboration, conservation, and innovation, Project TRANSFORM is not just an initiative; it is a commitment to safeguarding the natural resources that sustain life and livelihoods in Lanao del Norte and beyond.
