Basilan Province Welcomes German and French Ambassadors: A Beacon of Peace and Progress

Basilan Province—In a landmark visit that underscores Basilan’s growing reputation as a hub of peace and development, German Ambassador Andreas Michael Pfaffernoschke and French Ambassador Marie Fontanel graced the Provincial Capitol on Tuesday morning. The esteemed diplomats were warmly received by Governor Jim Sallimam, who shared the province’s ongoing transformation efforts and outlined strategies for sustainable and inclusive development.

Bridging Nations for Peace and Prosperity

Governor Sallimam highlighted Basilan’s strides in peace-building and socio-economic growth, emphasizing the administration’s commitment to fostering harmony and security. “Our journey has not been without challenges, but through collective effort and resilience, Basilan is proving that progress and peace can coexist,” he remarked.

The ambassadors, in turn, commended the collaborative efforts of the provincial government, the 101st Infantry Brigade, local government units (LGUs), and peace partners, including the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), the Moro Islamic Liberation Front (MILF), the Moro National Liberation Front (MNLF), and non-government organizations (NGOs). They noted the significant reduction in community-initiated violence and the remarkable transformation of Basilan into a symbol of hope for other conflict-prone regions.

Both envoys pledged continued support for peace initiatives in Basilan. Ambassador Pfaffernoschke and Ambassador Fontanel also announced plans to reassess travel advisories for their citizens in light of Basilan’s improved security climate.

A Symbol of Peace: The SALW Program Exhibit

One of the highlights of the visit was an exhibit showcasing the Small Arms and Light Weapons (SALW) Program, which has played a pivotal role in Basilan’s peace-building efforts. Governor Sallimam and Brigadier General Alvin Luzon presented 215 surrendered firearms, marking the last batch to be turned over following the decommissioning and destruction of 550 firearms in March 2024.

The SALW program, implemented in partnership with local communities and key stakeholders, has been instrumental in fostering trust and reducing violence in the province.

The visit was attended by key local and international figures, including:

  • Marina Pfaffernoschke, wife of the German ambassador
  • Luis Lorenzo Paningbatan, officer of the German Embassy
  • Malanie Mars, political counselor from the French Embassy
  • PA David B. Diciano, Bangsamoro Transition – OPAPRU
  • Ariel Hernandez, co-chair, Joint Normalization Committee
  • Local leaders and law enforcement officers, including Vice Governor Yusop T. Alano and Provincial Police Director Col. Cerazzid Umabong

The presence of such a diverse group of dignitaries highlights the united front in supporting Basilan’s peace journey.

Governor Sallimam expressed gratitude for the support of international partners, emphasizing that such collaborations are vital to sustaining peace and development.

“With the help of our friends from Germany and France, and the unwavering dedication of our local leaders and peace advocates, Basilan is ready to write a new chapter of hope, unity, and progress,” he said.
