OPAPRU Leads Roll-Out of MNLF Socio-Economic Assistance in Basilan

Lamitan, Basilan – October 13, 2024

The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) has spearheaded the roll-out of socio-economic assistance under the Moro National Liberation Front (MNLF) Transformation Program in Lamitan City, Basilan. The initiative took place over two days, from October 12-13, 2024, marking another step in the government’s continued efforts to support former MNLF combatants.

The MNLF Peace Process Office, under OPAPRU, gathered more than 400 profiled MNLF members for a comprehensive orientation on the various aspects of the program. These included the Cash-for-Work initiative, the PhilHealth program, and the validation process for beneficiaries of the MNLF Transformation Program study grant. Additionally, the event involved a security paper validation procedure for the combatants, furthering the process of their official reintegration into civilian life.

During the opening ceremony, BGen. Buenaventura Pascual, PA (Ret.), Chairperson of the GPH Management Committee, expressed his deep gratitude to the MNLF leadership and members for their unwavering support of the transformation program. He also recognized the dedication of various peace partners and local stakeholders who have played a critical role in improving the lives of MNLF members and their families in the province.

In a parallel statement, Col. Abdurahman Jhovel (Ret.), Chairperson of the MNLF Joint Body on Management of Arms and Forces (JBMAF), underscored the significance of the government’s assistance. He noted that many MNLF members are appreciative of the national government’s efforts, particularly in the socio-economic components being implemented through OPAPRU in Basilan. He also called on his fellow MNLF members to actively engage in the orientation sessions and take full advantage of the opportunities presented to them.

The socio-economic assistance component of the MNLF Transformation Program is seen as a vital step toward empowering MNLF combatants by providing sustainable livelihood opportunities and access to essential services. The program is part of the larger peace process aimed at helping former fighters transition to peaceful civilian life and contribute to the socio-economic development of their communities.

This initiative was made possible through a collaborative partnership with several key agencies, including the PhilHealth Insurance Corporation, the Philippine Statistics Authority’s Basilan field office, Mindanao State University – Maguindanao, the Provincial Government of Basilan, the Local Government Unit of Lamitan City, the 101st Infantry “Three Red Arrows” Brigade, and the 18th Infantry Battalion of the Philippine Army.

The successful implementation of this phase of the MNLF Transformation Program reinforces the government’s commitment to fostering lasting peace and development in Mindanao, particularly in conflict-affected areas like Basilan.
