Isabela City, Basilan – In a significant move toward peace and reintegration, Gov. Mujiv Hataman and Isabela City Mayor Sitti Djalia “Dadah” Turabin-Hataman, chair of the Local Amnesty Board (LAB), led the ceremonial issuance of safe conduct passes to 54 amnesty applicants on Friday morning at Raayat Hall, Basilan Government Center.
Under Presidential Memorandum Order No. 36, the National Amnesty Commission grants safe conduct passes to applicants, allowing them to process their requirements and attend hearings safely as they pursue their amnesty applications.
The initiative is part of Basilan’s ongoing peace and reintegration efforts, helping former combatants transition from armed conflict back into their communities with opportunities for livelihood and active participation in the province’s development.
The ceremony was attended by members of the Local Amnesty Board and security sector officials, including Atty. Alman Najar Namla, CPT Niño A. Daal, COL Philip M. Fagel, PMaj Kuhutan Imlani Jr., BGen Frederick M. Sales, PCOL Cerrazid A. Umabong, Ms. Norhaiya Macusang, Ust. Abunnapis Abdulmajid, and representatives from the MILF, Abdurahman Jovel and Rajan Abdurahman. Amnesty applicant Ust. Faidz S. Alauddin was also present.
Hon. Rabia Salappudin, Peace Program Officer III, delivered the welcome remarks for the Local Amnesty Board Basilan.
LAB announced that applications for amnesty will continue to be accepted until March 2026 and encouraged qualified individuals to complete their documents and coordinate with designated focal persons.
With the support of local government units, religious leaders, and uniformed services, the Basilan provincial government ensures that beneficiaries of the safe conduct passes are guided through the process and supported in their reintegration into the community.
